In a campaign speech during the 2016 election, Donald Trump imitated a reporter who had expressed disagreement with Trump's interpretation of an article that he had written after September 11th, with flailing arms, and the media reported this as mocking his disability. Trump claimed that he did not know that the reporter was disabled. Was Trump mocking the disability or was he merely imitating someone who is "confused" because he was back-tracking on what he wrote, in Trump's mind?
